“一带一路”背景下中国零售业“走出去”战略的联动发展 被引量:10

The Interactive Development of China's Retail Industry “Going Out” Strategy under the Background of “Belt & Road Initiative”

摘要 推动我国零售业"走出去",积极参与全球价值链竞争,是提高我国零售业国际竞争力的重要路径,是提升我国制造业在国际分工中地位的重要举措,也是建设与我国经济及贸易大国地位相称的世界服务贸易新格局的需要。"一带一路"是我国在新的形势下提出的国家战略规划。我国零售业海外目标市场选择、市场进入选择以及海外投资风险管理等关键的战略决策,与"一带一路"战略规划在理念上高度契合,在内容上高度重叠。为此,应加强顶层设计,在对外方向上,积极主导、引领和加强双边及多边框架内的政策沟通、对话和协调,扩大政府间合作;在对内方向上,在国家层面的规划、法律、政策、统筹协调、服务平台以及关联产业集群式"走出去"等方面,积极探索中国零售业"走出去"与"一带一路"两个战略联动发展的对策,以发挥国家战略的整体最大效应。 Helping China's retail industry to "go out" and get actively involved in global value chain competition is a sig- nificant way to improve China's retail industry's international competitiveness and an important measure of enhancing the Chinese manufacturing industry's position in international labor division. This is also required for the purpose of developing a new pattern of world trade in services matching China's position as an economic and trade power. "Belt & Route Initiative" is China's national strategy that was put forward under the new situation. Key strategic decision-making of China's retail industry in terms of overseas target market selection, market access selection and overseas investment risk management, from the perspectives of both the idea and the contents, are highly consistent with China's "Belt & Route Initiative" strategic plan. As such, active efforts should be made to explore interactive development of the two strategies, i. e. , China's retail industry "going out" and the "Belt & Route Initiative", so as to give rein to the overall maximum effect of national strategies.
