摘要 "推进国家治理体系和治理能力现代化"作为全面深化改革的总目标,对公共部门人力资源管理提出了新的要求。在治理能力现代化的视阈中关注公共部门人力资源管理制度的变革具有重大战略意义和实践意义。运用文献查询法厘清了治理能力现代化的核心理念,分析了治理能力现代化对公共部门人力资源管理提出的新要求,通过专家咨询法和归纳演绎法等方法,探索从整合法律法规、加强价值引导、构建绩效治理体系、完善激励机制和推行智慧政务等方面实施公共部门人力资源管理变革的路径,为提升公共部门人力资源的治理能力提供有益的启示。 As the overall goal of the comprehensive deepening reform,"promoting the modernization in national governance system and governance capability"puts forward new requirements for the human resources management in public departments. Focusing on the transformations of the human resource management in the public sectors from the perspective of modernization of governance capacity is very significant in the aspects of strategy and practice. Therefore,this article clarifies the conception of modernization of governance capacity by analyzing literature,and analyzes the new requirements proposed by the modernization of governance ability. In detail,based on this analysis,the thesis explores paths for the transformation of human resource management in public departments by expert consultation,inductive method and so on. The strategies include integrating laws and regulations,strengthening the value guidance,building a performance management system,improving the incentive mechanism and building an intelligent government,which can provide useful enlightenment for enhancing the level of governance ability of human resources in public departments.
