摘要
海外高端人才是建设中国特色社会主义现代化的重要力量。推进海外人才管理工作离不开完善的政策支持体系,作为完整政策的一部分,加强海外高端人才政策评估可以提升政府决策水平与服务水平。文章基于对现有海外高端人才政策出台情况的全面分析,找寻其中存在的问题与不足,重点提出针对海外高端人才政策体系的"三项优化,四个创新",以政策的优化来满足吸引海外高端人才工作的当前需求,以政策创新来促进海外高端人才管理工作的未来发展。
In building socialist modernization with Chinese characteristics,overseas high-level talents are important forces.Promoting the work of overseas talent is inseparable from sound policy system. As a part of the complete policy,assessment of policy about overseas high-level talent can enhance government decision-making and improve service. Through making comprehensive analysis to the existing policy of overseas high-level talents and finding out its problems and shortcomings,this paper proposes"Three Optimization and Four Innovations"aiming at perfecting the policy system of overseas high-level talents. It is an attempt to satisfy the current demands of the overseas talents through policy optimization and to promote the future development of the management work of overseas talents through policy innovation.
