利用动员民船组建海上支援保障编队的思考

Our Reflection on Organizing Civilian Ships into Oceanic Transportation Support Fleets

与平时远航训练相比,舰艇编队战时物资消耗急剧增加,为解决补给舰船需求量大增而短时间内无法快速建造的问题,分析了利用民船快速改装成动员补给船、组建海上支援保障编队的可行性,论述了海上支援保障编队的组成与运用方法,从加强法规建设、规划整合资源、加强技术装备研究、加强训练等方面,对海上支援保障编队的建设问题提出了建议。可为利用动员民船组建海上支援保障编队相关工作的开展提供参考。

Compared with the consumption of supplies for the long-range training voyage in peacetime,the consumption of supplies for the warship fleet increases sharply in wartime,in which case the demand for replenishing ships rises sharply while it is simply impossible for us to quickly build so many replenishing ships within a short time.To solve the problem of the shortage of replenishing ships,the feasibility of quickly converting civilian ships into replenishing ships and organizing oceanic transportation support fleets is studied in the paper,with the organizational and application methods of such oceanic transportation support fleets dealt with.Finally,put forward in the paper are some useful suggestions on how to build up such an oceanic transportation support fleet,such as strengthening the legislation,planning and integrating all the resources and strengthening the study of technical equipment and the training of the replenishing fleet.The paper may serve as a useful reference for organizing oceanic replenishing fleets with civilian ships.
