随着食品新技术、新资源被广泛应用于食品领域以及我国食品生产集约化程度低、管理水平差等原因,导致控制食品安全风险的难度增大。为了切实保障人民群众的生命健康安全,减少风险系数,必须建立科学的食品安全应急管理机制。其具体内容主要包括:建立由各级政府为中枢的常设应急协调机构,确保食品安全应急管理机制协调高效运行;在该机构内,建立健全畅通、高效并相互兼容的应急管理信息指挥平台,并实行全国联网,保证信息畅通无阻;建立严密的食品追溯和召回制度,避免问题食品危害的扩散,最大限度地减少损失。

Its specific content mainly includes： to establish by governments at all levels for central emergency coordination mechanism,to ensure the food safety emergency management mechanism for efficient operation and coordination; Within the organization,establish and improve the smooth,efficient and compatible emergency management information platform,and implement the national network,ensure the unimpeded information; to establish strict food traceability and recall system,to avoid the spread of the problem of food hazards,minimize the loss.
