摘要
随着食品新技术、新资源被广泛应用于食品领域以及我国食品生产集约化程度低、管理水平差等原因,导致控制食品安全风险的难度增大。为了切实保障人民群众的生命健康安全,减少风险系数,必须建立科学的食品安全应急管理机制。其具体内容主要包括:建立由各级政府为中枢的常设应急协调机构,确保食品安全应急管理机制协调高效运行;在该机构内,建立健全畅通、高效并相互兼容的应急管理信息指挥平台,并实行全国联网,保证信息畅通无阻;建立严密的食品追溯和召回制度,避免问题食品危害的扩散,最大限度地减少损失。
With the new technology,new food resources is widely applied in food field and food production in China,as well as the low degree of intensive,poor management,lead to the difficulty of control the food safety risk. In order to ensure the safety of life and health of the people,reduce the risk coefficient,scientific food safety emergency management mechanism must be established. Its specific content mainly includes: to establish by governments at all levels for central emergency coordination mechanism,to ensure the food safety emergency management mechanism for efficient operation and coordination; Within the organization,establish and improve the smooth,efficient and compatible emergency management information platform,and implement the national network,ensure the unimpeded information; to establish strict food traceability and recall system,to avoid the spread of the problem of food hazards,minimize the loss.
