摘要
"大学生素质拓展计划"自2002年3月实施至今已有十余年。期间各高校为提升拓展效果、完善评价体系、强化社会认同做了不少探索和实践。然而,从大学生的评价来看,满意度和认同度却仅仅接近50%。这不禁令人疑惑,"素拓计划"是否还存在某些发展的弊端?本文通过对"素拓计划"在实施中存在的问题进行剖析,进而提出"志愿分机制"的概念以及转变方式,不是对前者的推翻,而是在坚持正确导向的原则下调整运作机制,使之更符合时代需求。
Quality Development Plan of University Students（ QDP） has been conducted in Chinese universities since 2003. Universities have got kinds of explorations to improve the effects of it. However,from the evaluation of university students,the degree of satisfaction and identity was only 50%. Does QDP exist some defects？ This essay analyses the problems of QDP,raises the concept of Volunteer Points Mechanism,and presents an adjustment under the right principle to meet the needs of times.
