介绍了河南省农村土地承包经营权流转现状及特点,从农村社保制度缺失、法律法规还不完善等6个方面分析了土地承包经营权流转存在的问题,提出了完善农村社保制度、建立健全法律法规等6项解决土地承包经营权流转存在问题的对策建议。

The paper introduces the status and characteristics of rural land contract and management right in Henan. By analysing the problems such as imperfect rural social security system, laws and regulations, it puts forward some suggestions from six aspects.
