摘要
生态补偿是运用经济手段实现资源环境保护和恢复的一项利益协调和平衡机制,是实现人与自然和谐发展的重要举措。经济发展与环境破坏之间的矛盾使生态补偿制度构建具有现实的迫切性。生态补偿立法的缺失、补偿资金渠道单一和补偿方式简单,以及公众参与制度的不足等缺陷导致生态补偿问题陷入困境。通过健全生态补偿法律体系、拓宽多元化补偿融资渠道以及完善公众参与制度,以期对生态补偿制度的构建有所裨益。
Ecological compensation is a mechanism of interest coordination and balance,which is to use economic means to realize environmental protection and resource recovery. It is also the important measure to realize the harmonious development of alan and nature.The contradiction between economic development and environmental damage has the reality urgency to build ecological compensation system.The lack of legislation of ecological compensation, single compensation channels and simple compensation method, as well as the lack of public participation system, all these defects make ecological compensation problems in trouble. There are some measures to help to build ecological compensation system,which is to improve the ecological compensation legal system, widen the compensation diversified financing channels and improve the system of public participation.
