In view of the scenario analysis,the paper discusses the resource base,achieve path and service programs of intelligence awareness in emergency,trying to propose the ＂history and scene＂ intelligence paradigm,as well as the ＂passive awareness and active awareness＂ coordinated planning for emergency management intelligence requirements.
