Studies on new model of development-oriented finance for water project construction

创新开发性金融支持水利模式,对于破解水利建设资金瓶颈、加快推进水利融资市场建设具有重要意义。梳理了近年政府投融资改革进展,甄别了其对开发性金融支持水利建设的影响,提出了政府与社会资本合作、政府购买服务、债券融资等三种新型融资模式,剖析了各种模式的内涵、操作流程、适用范围,并对其优缺点及在水利建设中的作用进行综合评价。最后提出了推广新型开发性金融支持水利模式的政策建议。

Creation of development-oriented finance for water project construction is of great significance to break the bottleneck of fund shortage and introduce private investment. Based on review of progress of government financial system reform in recent years, its impacts on development-oriented finance during the construction of water project are analyzed. Three new types of financing models including cooperation of government and private investment, government procurement and issue of bonds are proposed. Comprehensive evaluation on its advantages and disadvantages are conducted based on examination of inherent, operational procedure and applicable scope. Finally policy measures for popularizing the model are recommended.
