An International Comparative Study of Performance Evaluation on Industrial Technology Research Institutes

产业技术研究院作为实现"政产学研用"相连接的桥梁,可以有效促进国家战略性新兴产业的发展。从产业技术研究院绩效评价的国际比较角度,分析比较了德国、美国、日本和韩国产业技术研究院的绩效评价体系,得出它们之间的共同点和不同点,在此基础上得出我国产业技术研究院绩效指标体系构建的启示,即重视对竞争性和非竞争性资金利用程度进行考核、绩效指标应包含对实际定位评价、注重对产业技术研究院的组织模式和体制的评价,最终构建出符合我国实际的产业技术研究院的绩效评价体系。

Industrial Technology Research Institutes are viewed as a bridge to connect ″government,research institute,industry,university and application″. It can effectively promote the development of new industries of state strategic importance.This paper analyzes the performance evaluation system of the industrial technology research institutes in Germany,the United States,Japan and South Korea from an international comparative perspective and draws the common ground and difference between them. On that basis,we can get the enlightenment that China's industrial technology research performance index system should pay enough attention to the competitive and non-competitive fund utilization assessment; performance indicators should contain positioning as well as organization mode and system.We should also build a performance evaluation system in line with China's context.
