新《环保法》"持证排污"的要求实施后,基层环保部门普遍开始了核发排污许可证工作,排污许可证制度长期作为一项附属制度的局面有一定程度的改变,但是依然存在发证率低、后监管不到位、缺乏公众参与等主要问题,这些问题限制和削弱了该制度的发展。通过分析基层排污许可证制度实际操作中存在的问题及原因,提出了加强环保宣传,提高企业环保与守法意识,加强环保机构自身建设,提高公众知情权和参与权等措施。

The situation that discharge permit system has only been a subsidiary for a long time began to change in some degree, but some problems, such as low rate of issuing, lack of post supervision and lack of public participation, still existed and have restricted and and weakened the development of the permit system of pollutant discharge. By analyzing the problems in the actual operation of grass-root discharge permit system, it put forward to strengthen environmental protection publicity, improve enterprises' environmental protection and law-abiding awareness,strengthen the construction of environmental protection institutions, and improve the public's right to learn the truth and participate.
