摘要
在包含着复杂装备系统的各种军事行动中,风险无处不在。从装备事故发生的必然性和危害出发,重点分析了当前装备事故处理机制的不足之处;从当前宏观形势、军队发展、装备建设与训练等方面论述了建立装备保险制度的客观必要性。
Risk is ubiquitous in military operations complex systems.Based on the inescapability and hazards of equipment accident,this paper focuses on analyzing the deficiency of equipment pro-cessing mechanism.Then the paper discusses the objective necessity of the establishment of the equipment insurance mechanism from macro situation,army and equipment development,army and equipment training,etc.
