From International Order to Global Order:The Perspective of Political Thoughts

国际秩序经历了以国家中心主义为基础的秩序向以人为中心的社会秩序的转变,呈现从自然法秩序到国际法秩序,进而到万民法秩序的转变轨迹。在此过程中,思想家们关于国际秩序争论的核心是国际秩序的正义问题,从学界关于国际正义秩序的讨论中,可以发现支撑国际秩序的正义基础正发生变化,全球公共领域替代国家成为国际秩序的基础,未来国际秩序将日益呈现为一种既包括国家与国家之间的正义,也包括人与人之间正义的全球秩序。

International order has transitioned from a state-centered order to a human-centered social order and has presented a trajectory of change from natural law,international law to law of peoples. During the process,the core of the debate over international order among political thinkers is the justice of international order. The discussion about a just international order among academics indicates that the foundation of justice underpinning international order is changing. That is,the global commons are replacing states as the basis of international order. Therefore,future international order will increasingly become a global order that consists of both justice among nations and justice among peoples.
