代建与监理联合体建管模式的探索与实践

水利部2015年2月出台了推行代建制管理的指导意见,在水利建设项目特别是基层中小型项目中推行代建制等新型建设管理模式,对发挥市场机制作用、增强基层管理力量、实现专业化的项目管理十分必要。结合湖北远安县付家河水库代建项目的实际代建过程,提出了代建与监理联合体（即融合型）建设与管理模式,对整合项目管理资源、集中和优化项目管理人才、提高项目管理效率有重要和现实作用,从可行性和必要性两方面阐述代建与监理联合体的积极意义,并系统提炼了付家河水库代建项目代建与监理联合体建立内部协调联动机制、突出现场安全与质量控制及规范建设程序和＂五制＂等探索实践的方法。提出了业主应提前作好代建与监理联合体招标策划、行业主管部门应加强监管等方面的建议。

On February 2015, Ministry of Water Resources promulgated guidelines for popularization of contractbased construction. It is vital of introducing new types of construction and management model for medium and small projects, in order to maximize role of market mechanism, build-up of capacity of managerial staff at local level and achieve professionalization. With case study of Fujiahe Reservoir in Yuan＇an County in Hubei Province, construction and management model of employing contractor-supervisor consortium is introduced and its significance has been presented from two respects of feasibility and necessity. Systematic analysis is made on the practices of internal coordinated action mechanism, safety and quality control on project sites and standardization of construction procedures. Recommendations are given to the owner of project who should make planning for contracts and bidding; and management authorities should strengthen supervision and management.
