Evaluation Standards on Gerontological Social Work Function in Developed Countries

发达国家老年人社会工作及服务成效评估发展较早,且积累了较为丰富的经验。本文对发达国家老年人社会工作及服务成效评估的特点和经验进行全面梳理,总结为:以价值理念引领服务及效果评价;质量标准明确;质量标准以立法为基础,并建立了质量标准执行监管机构;职业标准成熟;评价指标相对较为简单,数量也较少;以结果为导向,侧重评价服务的成效而不是过程;普遍应用评估模型。发达国家老年人社会工作服务及成效评价为完善中国老年人社会工作服务提供借鉴。

Developed Countries have a long history in gerontological social work and evaluation. This paper analyzes the characteristics and experiences of developed countries in gerontological social work and evaluation. The characteristics can be summarized as follows： setting clear values and using these values to guide the development of gerontological social work; clear quality standards; legislative foundation for quality standards; mature professional standards; clear and few evaluation index; focusing on outcomes instead of process; using quality evaluation models. These experiences provide reference to the development and evaluation of gerontological social work in China.
