新时期统筹城乡义务教育均衡发展的问题与对策研究——以青海省为例

青海省义务教育发展面临较为复杂的自然和社会环境,过去通过一系列措施,城乡义务教育差距得以缩小。新时期,统筹城乡义务教育均衡发展面临着优秀师资缺乏、农牧区教育质量低、农村学校萎缩而城市大班额严重等问题。基于此,要继续加大对农牧区薄弱学校的扶持,采取有效措施引进优秀师资,合理制定均衡标准,合理布局农村学校,采取集团化办学形式,多措并举促进城乡教育均衡发展。

In the new period, balanced development of urban and rural compulsory education in qinghai province faces new problems, such as the lack of excellent teachers, pastoral areas low education quality, atrophy of rural schools and urban schools in of large amount, etc. To solve these problems, we shoud continue to increase support to weak school of farmers and herdsmen, take effective measures to recruit outstanding teachers, establishing reasonable balance standard, reasonable layout of rural schools, adopt collectivization school-running form, take more measures to promote the balanced development of the urban and rural education.
