乡村治理的一项创新:温州农村基层作风巡查工作研究

A Kind of Theoretical Innovation of Rural Governance Based on Rural Grassroots Conduct Inspection in Wenzhou

温州市农村基层作风巡查工作旨在通过巡访查办村级干部的违规、违纪、违法问题,解决居高不下的越级访、群体访、重复访问题。但实际巡查所进行的大部分工作都涉及乡村治理问题,说明"乡政村治"模式无论在顶层设计还是基层落实上都存在着缺憾。而巡查的一系列作为在实现农村基层作风的正本清源的同时,也意味着乡村治理在治理理念、政府介入的组织架构、制度建设、基层组织建设等方面的创新,对今后推进乡村治理的发展具有重要的理论价值和经验借鉴。

The paper is a survey of the inspection of grassroots' style in Wenzhou, which aims to solve such high-frequency issues as leapfrog appeals, roup appeals and repetition appeals through the violations of rules, the disobey of disciplines and the breaking of laws. Since the large number of work during the on-spot inspection involves in the issue of rural governance, which indicates that the existing pattern of “township government and villager’s self-governance” has the flaw, either in the top-level design or grassroots implementation. However a series of inspection work means the innovation of organization structures, institutional improvement, the construction of primary-leveled organizations in the field of the concept of governance and government intervention while it acts as the realization of the radical reform of rural grassroots conducts. It is significant for the theory and experience in the development of promoting rural governance in the future.
