农业人口转移的新常态与市民化进路

New Normal State of Transferring of Agricultural Population and the Approaches to its Urbanization

当下农业人口流动与市民化的情境与二十世纪八九十年代不同,城乡发展一体化、新农村建设和新型城镇化战略的实施,正在消解城乡二元结构,并深刻影响着农业人口转移与市民化。新形势下,农民工市民化意愿、农民脱域意愿以及农业人口转移任务、困境等都进入常态。为了更多更快地转移农业人口、实现农业转移人口市民化,政府应大力发展中小城市和村镇,推进城乡公共服务一体化发展,完善农业人口转移的体制机制。

Compared with the 80 s or 90 s in the last century,the flowing of the agricultural population and its urbanization are different nowadays. The integration of urban-rural development,as well as the new rural construction and the implementation of the strategy about the new urbanization,are dispelling the urbanrural dual structure,and deeply influence the transferring of the agricultural population and its urbanization. Under the new situation,many things go into normal,such as migrant workers' aspiring to their citizenship,farmers' extricated from their hometowns,the plight appearing in the transferring of agricultural population and so on. In order to quickly transfer the agricultural population and realize its urbanization,the government should vigorously develop cities and towns in small and medium sizes,promote the development of the integration of urban and rural public services,and improve the system mechanism about the transferring of agricultural population.
