基于MFR模型的国家级经济开发区环境保护策略研究--以喀什经济开发区为例

Study on Environmental Protection Strategy of National Economic Development Zone Based on MFR Model-Taking Kashi Economic Development Zone as an Example

以喀什经济开发区产业定位及其区域自然环境特征为基础,根据经济开发区和谐社会建设目标,提出经济开发区和谐发展模式并给出其层次结构;运用战略与目标管理(MFR)方法,构建一个包含规划、实施和控制三个阶段的区域环境保护工作框架;在综合分析喀什经济开发区环境、资源、经济和发展四大因素的相互关系的基础上,根据区域环境保护工作框架建立喀什经济开发区环境管理模型;分析得出,建设和谐社会、落实喀什经济开发区环境管理模型的环境保护策略由环境污染控制策略、环境管理建设策略、生态文明建设策略等3大策略及9个次级策略组成。

Based on the industrial orientation and characteristics of the natural environment of Kashi Economic Development zone and according to the goal of constructing a harmonious society in the Economic Development Zone,this paper proposes the mode of harmonious development of the Economic Development Zone and its hierarchical structure;utilizes the strategy and target management（ MFR） approach and constructs a regional environmental protection framework which includes three stages,namely,the planning,implementation and control; and builds an environmental management model for Kashi Economic Development Zone based on the regional environmental protection framework,after a comprehensive analysis on the interrelationship between the four major factors of the environment,resources,economy and development of Kashi Economic Development Zone. According to the analysis,the environmental protection strategy for constructing a harmonious society and implementing the environmental management mode in Kashi Economic Development Zone is composed of three major strategies,namely,environmental pollution control strategy,environmental management construction strategy and ecological civilization construction strategy,and 9 sub strategies.
