城市街道管理体制改革的争论与思考——基于撤销街道办事处试验的多案例研究

在城市社区建设中,一种观点认为街道办事处妨碍了居民自治,为实现城市善治有必要撤销街道办事处,由政府部门直接面向居民提供公共服务。事实上我国城市街道辖区人口规模大,公共服务和社会管理任务重,有必要设置综合性派出机构,承担政府交办事项;同时建立协调机制,促使相关部门携手提供公共服务。街道办事处引入PPP运作机制,推进政府购买社会服务,可提高公共服务供给质量,也有利于促进社区社会组织发展。

In the movement of China＇s seeking for better urban community governance, a popular view is that the sub-district office is an obstruction to residents＇autonomy. Some scholars believe that sub-district office should be removed from municipal hierarchy, and the government departments should deliver public services to residents directly. This paper tries to clarify this misunderstanding through case study and comparative analysis. Due to the large population and huge demands of public service delivery ＆ social regulation in the jurisdiction of sub-district, a comprehensive office should be established to deal with public affairs, and the cross-boundary coordination mechanism should be developed to promote government agencies to work together to provide public services. The application of the Public-private Partnership and Government Purchase Service will not only help to improve the quality of public service supply, but also help to promote the development of community NP0s.
