社会应急事件是城市规划建设管理中经常遇到的社会问题,在社会应急事件中行政权的行使经常会引起行政诉讼案件的产生。在法院行使司法权审理社会应急的案件中,又经常受到网络舆情的影响,网络舆情对司法权和行政权的运用有时起到正面的推动作用,有时也会产生一定的负面效应。因此必须对网络舆情进行正确引导和管制;制定相关的网络法对网络舆情进行法律规制,培育公民法治意识,正确使用网络;加强互联网行业自律和自我管理;构建相互尊重的网络规范的价值观。

Social emergency events are frequently met in urban planning and construction management of social issues,the social emergency exercise of the boc regime often causes the generation of administrative litigation cases. It also can produce certain negative effects. So we must correctly guide network public opinion,develop the relevant network to legal regulation of network public opinion,cultivating citizen consciousness to correctly use the network.
