Tang Government's Strategy for its Relation with Two Foreign Tribes Judged by Zhang Jiuling's Command Paper

唐玄宗时期,两蕃经常游离于唐与突厥之间,并根据双方实力的消长而叛服无常。当两蕃反叛唐朝时,唐政府调兵遣将,坚决给予军事打击,并确保对两蕃斗争的胜利。当两蕃脱离突厥来归时,唐政府亦能不计前嫌,继续贯彻怀柔政策,妥善安置两蕃首领和百姓。此外,唐政府还积极采取军事、外交手段,保护两蕃免于突厥的攻击。唐政府正是通过军事打击、政治怀柔以及外交手段等多管齐下的策略,尽力争取两蕃的归附。

Two foreign tribes（ Liang Fan）,which means Xi and Khitan,was either submitted to the Tang Dynasty or the Turks according to the changes in the strength during the reign of emperor Xuan-zong. On the one hand,the Tang Government would attack Liang Fan mercilessly when Liang Fan betrayed the Tang,on the other hand,the Tang Government still took moderate policy and treated them properly if Liang Fan accepted the rule of the Tang. In addition,the Tang Government also protected Liang Fan from the attack of the Turks through diplomatic activities. It＇s tough military strike,moderate policy and diplomatic activities that makes the Tang Government manage the Liang Fan as much as possible.
