西安高新区科技创新能力升级路径探讨

Upgrade of Scientific and Technological Innovation Capacity of Xi'an Hi-Tech Zone

西安高新区经过近30年的发展,在科技人才汇聚、科研平台建设、科技金融发展以及科技创新成果方面取得了骄人的成绩,但是与国内发达地区高新区相比,西安高新区在科技创新方面依然存在研发投入与创新活力不足、产业技术水平不高、市场机制发育迟缓等问题。基于此,提出通过聚集科技创新资源、提升企业主体创新能力、加速科技成果转化等对策,以提升西安高新区的科技创新能力。

Xi＇an Hi-Tech Zone has obtained proud achievements in the development over three decades, in terms of concentration of hi-tech talents, research platform construction, hi-tech finance growth and research innovation products. However, comparing with hi-tech zones of developed areas in China, Xi＇an Hi-Tech Zone is weak in research investment and innovation vitality with low industrial technique level and retardation in market system development. In this connection, responding strategies are proposed, including gathering technological innovation resources, improving innovative capacity of enterprises, and speeding up the commercialization of research findings.
