The Development and Challenges of Effectiveness Assessment Methods for SEA in the UK

以文献综述的形式介绍了英国战略环评有效性的发展,指出目前评价有效性常用的四个维度:程序有效性、实质有效性、成本有效性和规范有效性。同时概括了在研究战略环评有效性评估方法过程中发现的问题和挑战。根据未来发展趋势,提出了提高战略环评有效性的三个方法,分别是:简化评价方法、鼓励公众参与和有效进行环评后的监控。

The aim of this paper is to discuss four assessment dimensions and the development history of strategic environmental assessment （SEA） effectiveness research in the UK, and summarize the current problems and challenges as well as future development trends. A literature review approach is conducted for identifying four assessment dimensions： procedural effectiveness, substantive effectiveness, cost effectiveness, and normative effectiveness. Simplifying assessment approaches, encouraging public participation and post-SEA monitoring arc proposed to enhance the effectiveness of strategic environmental assessment in the future.
