摘要
排污权交易制度是一项需要探索的环境资源市场配置的新制度。陕西省是我国11个排污权交易试点省份之一。通过介绍陕西省在排污权交易工作中的主要历程和探索成果,着重对排污权交易机构的设立、排污权交易制度的建立、交易基础价格的确定、资金的管理和经济鼓励政策、总量动态无缝管理等问题做出详细阐述,并提出今后陕西省排污权交易工作的探索和发展方向。
Emission Trading is a new system for market allocation of environmental resources. This paper describes the main process and achievements in emission trading in Shaanxi, particularly the establishment of trading institutions and trading system, identification of baseline trading price, fund management and economic incentives, and seamless management of total dynamics. This paper also put forward the future development directions for the emission trading in Shaanxi.
