对外军事培训管理信息系统的设计与实现

Establishment and application of foreign military training information management system

根据我军对外军事培训工作管理机制和各承训单位对外军事培训工作运行的规律,借鉴军内外各类信息管理系统的成功经验,分析了对外军事培训管理信息系统的工作特点和功能需求。设计并实现了能满足总部和各大单位机关、各承训单位机关与对外军事培训管理人员、教译员、外训学员等各级各层次使用需求的信息化管理系统。该系统功能覆盖了对外军事培训中的教学训练管理及其保障、外军人员的日常管理、后勤保障和单位各项建设等各个方面。该系统的应用不仅提升了管理工作的实时性、精准性,提高了管理工作的效率,也为全军对外军事培训工作的宏观决策和微观管理提供了有效的信息支撑。

Based on foreign military training management mechanism and the training institute working modes,and the successful experience of the variety of information management systems inside and outside of PLA,the features and functions of the foreign military training information management systems are analyzed.An information management system is established and applied in practice,which meets the demands at multi-levels,such as PLA headquarters,major administration units,foreign training institute administration and foreign training admin staff,teachers and interpreters and foreign trainees.The system includes teaching and training management and its supporting facilities,the daily management,the logistics and the construction projects,etc.The application of the system not only improves the real-time working capability and the management precision and efficiency,but also provides effective information support for PLA foreign training in macro decision-making and micro management.
