融合民用卫星通信加强我海军通信能力的思考

Consideration on strengthening naval communication capability based on integrating civil communication satellites

面对海上安全形势的挑战和国家利益的拓展,海军走向远海开展训练和维护我国海外利益已成为新形势下海军发展的新常态。在远离国土、缺乏既有的通信设施的情况下,卫星通信是海军主要作战平台实施大容量通信的主要通信手段。虽然我军专用卫星通信系统建设不断发展,但仍然无法满足海军的巨大需求。在我海军租用民用卫星通信已有经验的基础上,以军民融合思想为指导,以拓宽资源渠道、提升海军卫星通信的整体保障能力为目的,研究了融合民用卫星通信加强我海军通信能力的必要性、着力点以及需要把握的关键问题,具有重要的现实意义。

In the face of challenges from marine security and national interest development,it has been normal for PLA Navy to train in the open sea and maintain overseas interests.Because of being far away from the native land and lack of communication infrastructure,satellite communication is the main means of combat platform for PLA Navy to carry out the high-capacity communication.Although there has been great development in our special military satellite communication systems,it is not good enough to meet the great requirements of PLA Navy.Based on the experiences of Navy leasing civil satellite communications and guided by the idea of civil military integration,necessities and key problems in integrating civil satellite communications are studied in order to develop more communication resources and improve Navy satellite communication supporting capabilities.
