舰船装备军民一体化保障探析

Research on civil-military integration support of Chinese warship equipment

建立军民一体化保障对于提高舰船装备保障能力、降低使用保障费用具有重要意义。我国舰船装备的军民一体化保障建设应积极借鉴美军的成功经验,从建立统一组织机构、加强法制法规建设、建立全寿期保障机制、健全市场竞争机制、探索批量保障机制以及建设多兵种一体化保障六个方面加以构建。同时,还应遵循军方主导、明确职责、平战结合和重在质量四项原则,以促进我国军民一体化保障工作的健康发展,提高舰船装备服务商的保障服务水平。

It is of great significance to establish a civil-military integration support system in improving the support capacity and reducing the support cost of warship equipments.We should learn from US Navy＇s successful experience in the civil-military integration support of Chinese warship equipment and focus on following six aspects,such as establishing a unified organization,tightening up the legal institutions,establishing full lifetime support mechanism,improving market competition mechanism,establishing the support mechanism for batch warships and developing multi-services integration support.At the same time,four basic principles should be followed,such as military dominance,clear responsibility,developing for both peacetime and wartime,and focusing on quality,so as to promote the civil-military integration support and improve the service quality of support providers for Chinese warship.
