发展繁荣哲学社会科学研究以及推动当代文化建设现已上升为国家发展战略,因此,必须在全国范围内,全面建设和发展高校社科学报,尤其是地方高校的"中小学报"。发展"中小学报"对于实现全社会的学术文化生态平衡具有必要性与可行性,必须要尊重学术本身的发展规律,不能以非理性和行政命令予以削弱甚至破坏。只有所有高校社科学报均汇入国家战略之中,才能全方位大力彰显哲学社会科学以及文化建设的"发展与繁荣",最后实现国家学术文化的生态平衡,实现全体人民文化权利的均衡协调。

It has been upgraded as a national development strategy to develop and boost the study on philosophy and social science as well as to promote the contemporary culture construction. Therefore,it is necessary to ＂comprehensively ＂construct and develop journals of college social science within the whole country,especially ＂journals for primary and middle schools＂by local schools. Developing ＂journals for primary and middle schools＂is both necessary and feasible in order to realize the ecological balance of the academic culture of the whole society. The development law of academic itself must be respected rather than be weakened or damaged by unreasonable administrative orders. Only when the journals of social science of all schools are involved in the national strategy can it vigorously reflect the all-around ＂development and prosperity＂of philosophy and social science as well as cultural construction. As a result,the ecological balance of a country＇s academic culture can be achieved,and the equilibrium and coordination of all citizens＇ culture rights can be realized.
