The Application and Effect of Video Surveillance Discussed in the Perspective of Criminal Prevention

视频监控在国内外犯罪侦防领域均得到了广泛应用。实践表明,视频监控在事前预防、事中监控、事后侦查中具有不可替代的作用。一些发达国家和地区进行了有益尝试,他们在衡平公民隐私权的同时,进行了大量研究并对应用效果开展评估,效果显著。尽管视频监控已经成为我国科技强警的重要工具,但当前还未真正实现深度应用,仍处于探索阶段。基于此,我们有必要从实际情况出发,借鉴有益经验,客观评估视频监控的应用效果,使其在犯罪侦防中发挥更大的功效。

Video surveillance have been widely used in the field of the domestic and international crime prevention and investigation. The practice shows that video surveillance plays an irreplaceable role in advance prevention, monitoring and post detection. Some developed countries and regions have made good attempts at video surveillance, they have already carried out a lot of researches on it and evaluate the application effect when they balancing the civil rights to privacy. Although video surveillance has set a successful example for the scientific and technological police, it has not yet realized the depth of application which is still in the exploration stage. Based on this, it is necessary for us to start from actual situation to learn from advanced experience and assess the application effect of video surveillance objectively, so that it can be used maximally in the crime prevention and investigation.
