公安机关救助城市流浪乞讨人员对策探讨

目前我国社会转型矛盾凸现,社会救助工作在经济新常态下面临巨大挑战。对城市流浪乞讨人员的帮扶是社会救助工作的重要内容,对城市综合治理和小康社会的构建具有重要意义。公安机关作为城市综合治理依法行政的重要主体,应根据自身业务特点,配合各部门做好救助城市流浪乞讨人员工作:第一,对接多种救济渠道,统筹运用民间救助资源;第二,明确公安救助责权,促成政府部门联动;第三,依托公安专业优势,构建大数据网络互联;第四,发挥社区警务优势,拓展救助空间;第五,着力关注儿童救助,掌握儿童救助规律。最终为城市综合治理提供新视角,为化解城市流浪乞讨救助难题提供新方法。
