在"总体国家安全观"的指导下,公安情报收集工作应进行全方位的转变与发展。情报收集的方式应由单打独斗向合纵连横转变,由依靠人力向依靠网络转变。情报收集的内容应由当前信息、显性信息向深层次的预警信息、隐性信息转变,重视动态性情报、社科类情报和苗头性情报。公安情报收集的思路应由事后倒查调整为事前预警,提高情报意识,增强情报收集效率,培养情报专业人才。

Under the guidance of ＂overall national security concept＂, the public security intelligence work should be comprehensively transformed and developed. The way of Intelligence gathering should be transformed from the unit to alliances, from human to the network. The content of intelligence collection should be transformed from the current, dominant information to deep, hidden early warning information, attaching great importance to the dynamic, social and early intelligence information. Public security intelligence collection of ideas should be changed to advance warning, improving information consciousness, enhancing the intelligence collection efficiency, and bringing up specialists in the field of intelligence.
