公安院校科研评价机制的反思与完善

Thinking and Improvement on the Evaluation Mechanism of Scientific Research on Public Security Colleges

科研评价机制对一所高校科技发展的导向作用和对全体教师科技创新的引导作用是不容轻视的。公安院校现有的科研评价机制大多借鉴于普通高校,其与当前公安机关对公安院校提供科技支撑的要求有较大差距,也不利于公安院校教师的发展和进步。因此,公安院校亟需改变考核评价中将论文、科研项目过分指标化、目标化的做法,改变在教师评聘、收入分配中过分依赖和不合理使用论文、项目数量等指标的做法,减少科研评价结果与利益分配之间的过度关联,建立开放评价机制,实行分类评价,实现人尽其才,人尽其用。

The evaluation mechanism of scientific research to the development of a university and to the science and technology creation of all teachers should not be despised. Scientific research evaluation mechanism of police colleges mostly from the common college is different from the requirement of public security department, which hinder the development of the public security colleges and universities. Therefore, the public security colleges and universities should change the indexing and targeting evaluation of paper and scientific research project, reduce scientific research evaluation results associated with excessive profit distribution, establish open evaluation mechanism, implement classified evaluation and fulfill the rational use.
