摘要
进入新世纪以来,为应对经济危机、儿童贫困及人口结构变化等挑战,欧盟出台了一系列教育改革与发展政策。在学前教育领域,主要政策动向是明确地位作用,强调学前教育的多元化价值;建立共同目标,推动各成员国深入普及学前教育;引领改革导向,支持各国提高学前教育质量;立足区域差异,推进学前教育一体化进程;倡导综合战略,增进学前教育政策与其他社会政策的融合。新世纪欧盟学前教育政策对当前我国学前教育改革发展具有积极的启示意义。
In order to cope with the economic crisis, children poverty and changing population structure, EU has published a series of educational reform and development policies in 21 century. In the field of Early Childhood Education and Care (ECEC) , the main points of these policies are as follows: emphasizing the position and diversified value of ECEC; setting up the common goal to promote the popularization of ECEC of each member state; leading the reform and supporting states in their efforts to improve the quality of ECEC ; promoting the process of integration of ECEC based on regional differences ; advocating comprehensive strategy to promote the integration of ECEC policy and other social policy. ECEC policy of EU can provide some inspiration forChina's ECEC reform and development.
