地方政府转移支付对县际间财力差距变化影响的实证研究——基于山东省2000-2013年数据的分析

Empirical Analyses on the Effects of Local Government Transfers on the Financial Resources Differences between the County——Based on the County Data

本文选择2000-2013年山东省17个市的数据作为研究对象,对山东省各市县际间的初始财力差异、转移支付后的财力差异以及转移支付均等化的效果系数进行描述性分析。通过分析发现,大部分市县际间的初始财力差距有扩大的倾向,而转移支付后的财力差异出现缩小的情况,甚至缩小的幅度越来越大,表明地方政府转移支付起到了一定的均衡地区间财力的作用。最后对缩小各市县际间财力差异提出了一些政策建议。

The main content of this paper is to calculate the initial resources of the differences,differences after financial transfer payment and the effect of transfer payment equalization coefficient,then to describe that statistics.The data used are from various cities and counties in Shandong province from 2000 to 2013.Through 14 years' data analysis from 2000 to 2013 in 17 cities in Shandong province,this paper finds that the initial financial gap between cities and counties is expanding,and considers the current transfer payment,financial differences showed a trend of shrinking,and the size of shrinking to become bigger and bigger.Finally,the paper puts forward some policy suggestions to reduce the financial differences between various cities and counties.
