党的建设新常态的核心和灵魂是"全面从严治党"。这也是我们谋划基层党建工作的主线和方向。提升基层党建工作科学化水平,关键是要认识从严治党新常态、适应从严治党新常态、引领从严治党新常态。要充分发挥基层党建工作在新常态下的特有功能:服务中心的功能、引领思想的功能、凝神聚气的功能、活跃生活的功能及打气鼓劲的功能。要突破常规,以改革创新精神着力抓好六大建设:抓好思想建设、文化建设、精神建设、支部建设、作风建设及制度建设。

'Govening the party strictly in a comprehensive w ay 'is the core and soul of new normal in the party 's construction,and also the main line and direction of the grass- root party construction planning. The key to improve the scientific level of the party 's construction at the grass- roots level is to understand,adapt to and lead to the new normal of managing the party strictly. It is necessary to give full play to the unique function of the party 's construction at the grass- roots level in the new normal: the function of serving for the center,the function of the leading thought,the function of cohesion,the function of activating life and the function of inspiring. To break the stereotype,six types of constructions shall be focused on w ith the spirit of reform and innovation; that is,ideological construction,cultural construction,spiritual construction,the party branch construction,w orking- style construction and system construction.
