This paper states drafting legislation of our country＇s〈Public Library Law〉the necessity of public libraries inour country,and combining with the development of public library legislation,discusses the realistic significance,themethod,the concept of law,some ideas about the public library of funding sources and public library opening for free ofcharge two problems solved,and briefly introduced the national library opening for free of charge.
