农民工住房保障政策失灵及其矫正策略

Research on the failure of housing security policy of migrant workers and correction strategies

农民工住房保障既存在保障房类型单一、保障房资源配置非均衡、政策排斥严重与覆盖范围小等固有的缺陷性失灵,也存在地方政府选择性执行、保障房"空间失配"等政策变异性失灵。住房保障政策失灵的主要原因在于政府认识不足、财权与事权不对等、土地供给障碍,亟待实施差异性住房保障政策、建立住房保障财权与事权分担机制、破解土地瓶颈等予以矫正。

The housing security policy of migrant workers has inherent flaws such as type single of housing supplied, allocation disequilibrium of affordable housing resource, the exclusion of policy and small coverage range, and it also exists policy failures including selective execution of local government and spatial mismatch of affordable housing. The bias of government cognition, the imbalance between property right and office authority and the disorder of land supply are important causes resulting failure of housing security policy. So it is emergent to issue differentiated housing security, establish sharing mechanism of property right and office authority of housing security, and break the bottleneck of the land.
