摘要
通过探讨地方政府行为、土地财政收入和城市扩张三者之间的关系,基于我国286个地级市1999年至2009年的面板数据,文章发现地方政府对土地财政形成的"路径依赖"显著推动了我国城市建成区面积和城市空间的扩张,成为我国"土地城市化"的主要推动力之一。文章认为,为了合理控制土地城市化的扩张趋势,需要强调城市化的公共价值取向,转变地方政府行为方式,使城市化真正成为我国经济社会持续健康发展的推动力。
This article studies the relationship between local government behavior, landbased finance and urban expansion in Chinese cities to explore China＇s urbanization. By analyzing the 1999 -2009 panel data of 286 prefecture -level cities in China, this article finds that. local governments＇ dependence on land -based finance has significantly promoted China＇s land urbanization and urban expansion. Fiscal relationships among governments have become one of the primary driving forces for China＇s urbanization. In order to better coordinate land exploration and urbanization, it is necessary to make greater use of the public value of urbanization, ensure local governments transform their behavior, and make urbanization a sustainable force for China＇s social and economic development.
