摘要
由于贫困测量的指标简化、瞄不准机制、扶贫系统人力资源的倒三角结构,以及政府和非营利组织合作基础不牢靠等原因,中国传统扶贫之路充满挑战。文章基于对政府与非营利组织多种合作方式与模式的经验研究,围绕大扶贫格局,建议在打破部门利益分割、向非营利组织赋权以及优化扶贫资源配置的基础上,推进国家、省、贫困县三级层面成立政府—非营利组织合作机制。通过将三级平台建设成为以横为主、纵横交织的资源链接和整合平台、治理创新平台、信息化建设及沟通平台和服务平台,开创中国扶贫工作的新局面。
There are a number of reasons why the traditional way of poverty reduction has not been sustained, including, for example, indicators are too simple, the poor are .hard to reach, the human resources structure is unreasonable, and the foundation of collaboration between government and NPOs is not solid enough. Based on the research of different cases from Yunnan Province, I propose establishing government - NPOs collaboration platforms on the national, provincial and county levels which can play a crucial part in integrating resources, communicating, innovating and delivering services, thus ushering a new stage in poverty reduction.
