Interpreting China's Economic Miracle Based on Policy Continuity and System Elasticity

现有的研究文献对于中国经济奇迹的产生多以生产要素理论解释。文章从政策连续性和制度弹性的视角进行探讨,认为政党掌舵、政府划船、官员实施的格局,可以保证重大政策的连续,为经济奇迹奠定基础。同时,执政党拥有严密的组织体系,通过层级组织,具有巨大的资源动员能力,产生叠加效应,催生经济奇迹。执政党确定的基本经济制度在实践过程中产生一定的制度弹性,其在企业经营、城市化建设、民营经济发展等方面产生连带效应,实现经济奇迹。文章将政策连续性和制度弹性纳入经济奇迹的分析框架,力图拓展经济增长理论的研究领域,从另一个视角来解释中国经济奇迹。

Most existing economic literature interpreting Chinese economic growth is based on a production factor analysis. This paper argues that the ruling party and the basic system it designed is the main reason for rapid economic growth. Ethics of the ruling party＇s theoretical basis and popularity of the class foundation can provide great intellectual force for economic growth. The ruling party being at the helm and the government rowing the boat can promote economic growth legitimately. Meanwhile, the ruling party has a well - designed management system and great resource mobilization capacity based on its hierarchical organization, which can have duplicate effect on economic growth. On the other hand, the basic economic system of the ruling party can create system elasticity in the process of certain practices, such as business management and urbanization. The outstanding performance of the basic economic system has an overspill effect on the growth of the private economy. This paper makes the general model of production function a new meaning and imitates this model to confirm the conclusion. This paper includes policy continuity and institutional elasticity as economic variables and uses the model of economic growth to interpret China＇s economic miracle in a new way.
