论近二十年来国家高等教育政策调整对中西部地方高校的影响

The Influence of the Adjustment of the National Higher Education Policy to Local Universities in Central Western China in the Recent Two Decades

近年来,我国中西部地方高校在扩招政策的影响下得到快速发展,其规模扩大、人数增加,但是表面的繁荣却掩藏了内部的危机。随着国家"211工程""985工程"的实施,中西部地方高校所面临的发展问题日益严重。虽然国家实施的"2011计划""中西部高等教育振兴计划"为高校带来了发展契机,但政策支持的规模、力度、范围、持久性,以及中西部地方高校能否抓住机遇仍是一个值得讨论的话题。从中国高等教育发展的背景和历程来看,中西部地方高校的发展离不开国家政策的支持。因此,国家在制定高等教育政策时,一方面,要进行充分的科学论证,使中央财政直接支持的高校布局趋向合理,并保持政策的连续性;另一方面,要加大支持中西部地方高校的力度,增加针对性强的项目政策等。

The local universities in central western China have obtained vigorous development under the adjustment of the enrollment policy,expansion of scale and increase of population,and yet it also breeds internal crisis under the superficial prosperity.With the implementation of the＂211Project ＂and＂985Project＂ of the national policy,most of the local universities in central western China are becoming more and more serious in their development.＂2011program ＂,＂mid-west higher education revitalization plan＂ have brought them opportunity,but the scale,intensity,scope,persistence of policy and how the local universities in mid-western China can seize the opportunity are still worthy of discussion.From the background and history of the higher education＇s development in China,the development of local universities in central western China cannot be separated from the national policy.Therefore,the national policy should be fully scientifically demonstrated,so that the layout of colleges with the support of central finance tend to be reasonable while maintaining the policy continuity;on the other hand,it should increase efforts to support the local universities in central western China,expand the scale and scope of the program,and increase targeted projects.
