城镇化进程中我国县域公共体育场馆市场化配置风险与监控研究

Research on Risks and Monitoring of the Market Allocation of China's County Public Sports Venues in the Process of Urbanization

市场化改革既是我国公共体育场馆供给的内在要求,又是推动县域公共体育服务均等化的主要动力之一,对解决我国县域公共体育场馆既有矛盾能够起到较强的推动作用。采用文献资料法、实地调查法、专家访谈法探讨我国县域公共体育场馆市场化配置风险及其监控问题。研究认为:我国县域公共体育场馆市场化配置是有限度的市场化,在我国市场经济体制还不完善及不同县域经济社会发展阶段存在差异的条件下,县域公共体育场馆市场化改革是一个渐进前行的过程;在市场化改革过程中面临着公共责任缺失、公共利益受损、公平正义弱化等诸多矛盾与风险,这些风险和矛盾的发生,本质上的原因在于县域公共体育场馆的公共性价值追求与市场机制的内在冲突;消除两者之间的张力,寻求政府机制与市场机制的有机结合,根本的发展路径在于"再造",即在理念层面,加深对县域公共体育场馆市场化限度与进度的认识;在制度层面,鼓励和推广政府与社会资本合作模式。完善相应政策制度体系;在机制层面,构建以政府为主导的多元供给主体协同保障机制和以人民需求表达为核心的"五位一体"协同运行机制等来推进我国县域公共体育场馆市场化配置规范和配置效率。

Market-oriented reform is not only the inherent requirement of public stadiums supply in China,but also is one of the main driving force to promote the county public sports service equalization,and to play a strong role in solving the contradiction of China＇s county public sports venues in the process of urbanization.Using the methods of literature review and field investigation,this paper researches on the risks and preventions of the marketization of public stadiums configuration on the county level.That limited marketization in county configuration is the main direction of the public gyms and stadiums in China,the main motivation and basic modes of operation;the imperfect market economy system in China,and different phase differences of the county economic and social development under the condition of county public sports venues marketization reform are in a gradual move process,which is faced with many contradictions and risks like the lack of public responsibility,damage public interests,weakened fairness and justice and so on.The risks and the occurrence of contradictions are essentially due to the county public value pursuit of the public gyms and stadiums and the market mechanism of internal conflict.To eliminate the tension between the two,to seek the combination of government mechanism and market mechanism,the key lies in the path of the development of ＂reconstruction＂,namely,to conclude the concept reengineering,rules and regulations reconstruction,and mechanism reconstruction.On the aspect of institution,it is necessary to encourage and promote the cooperation mode between government and social investment,and to improve the relative policies and systems.On the aspect of mechanism,it is imperative to construct a government-dominated and diversified supply guarantee mechanism and a people-oriented need operation system,so as to improve the marketing allocation regulations and efficiency of county public stadiums in China.
