摘要
教育领域探索"混合所有制"是深化办学体制改革的重要举措。"混合所有制"的基本特点在于产权结构多元化、治理结构多样性和运行机制灵活性。本文梳理了"混合所有制"的内涵及特征;总结其在教育领域的样态,从端正试点目的、协调利益机制、优化治理结构、完善制度设计、加强风险防控等方面,推进教育领域"混合所有制"的实践策略。
The exploration of mixed ownership schools is an important measure to promote educational institutional innovation. The basic characteristics of property right of mixed ownership school are structure diversification, governance structure diversity and mechanism of flexibility. It is suggested that it should establish the interest coordination mechanism from the clear purpose of the pilot, promote the pilot school governance optimization, get rid of the bottleneck of the system and carries on the risk control, which would regulate and promote the mixed ownership exploration.
