机构知识库是机构知识基础设施的重要部分。论文从内部知识管理角度出发,通过对国家图书馆立法决策服务机构知识库建设历程的回顾,探讨了建设实践过程中出现的问题,并从强化强制命令手段和改善应用功能两个角度,提出了应对这些问题的思路和方法。

Institutional Repository is an important part of institution knowledge infrastructure. Through the practice of Institutional Repository at Legislative Reference Department in National Library of China, this paper studies the Institutional Repository from the perspective of knowledge management and discusses the problems encountered in the process of construction, and proposes methods to cope with them from the angle of strengthening the mandatory means and improving the application function.
