城乡公共文化服务设施共建共享机制及路径——以苏州市创建国家公共文化服务体系示范区为例

The Mechanism and Path of Urban and Rural Public Cultural Service Facilities Co-Construction and Sharing:Taking Suzhou Demonstration Area of National Public Cultural Service System as an Example

江苏省苏州市凭借国家公共文化服务体系示范区的创建,初步建立起覆盖城乡的公共文化服务设施共建共享机制,推进了城乡公共文化事业均等化发展。通过对苏州经验的概述,论文对公共文化服务设施共建共享机制的基本内涵、作用机制进行剖析,对区域协同与主体协同的涵义与内在关系进行梳理,并根据当前苏州市公共文化服务设施共建共享过程中出现的问题,从培育社会组织、健全运管机制、合理规划布局和革新共建共享技术四个方面提出解决方案。

With the help of creating a demonstration area of national public cultural service system, Suzhou in Jiangsu Province initially established the public cultural service facilities co-construction and sharing mechanism which covered urban and rural areas and promoted the equalization development of urban and rural public cultural undertakings. Through summarizing the experience of Suzhou, this paper analyzes the basic connotation and action mechanism of the public cultural service facilities co- construction and sharing mechanism, elaborates the main meaning and the relationship of regional cooperation and subject collaboration. According to the current problems of Suzhou public cultural service facilities co-construction and sharing process, it puts forward four solutions including social organization cultivation, improving the operation and management mechanism, reasonable layout and sharing technology innovation.
