Academic Discourse and Policy Action:The Expression and Practice Dilemma of Rural Community

农村社区现在处于一种多重语义的构建时期,不同领域、不同层次的人对农村社区理解形成了多方面交互的困局。但是最大的语义交互来自于学理话语与政策行为体系之间的冲突,在学术史的脉络中,农村社区研究已经形成了特殊的公共场域,研究者是在这一场域中共享农村社区的概念、内涵与研究路径。但是离开学术语境,政策实践与解读的农村社区却有自身运作的话语空间,而且其表现形态、内涵、特征都与学术理路形成内在冲突。学理范畴型社区与政策对应型社区的相互渗透与借用导致了表达中所出现的误解,同时在实践中也发生学理型社区与政策行为社区的基础逻辑冲突。

The term ＂rural community＂ is being constructed now. People in different levels have different understanding about it. The biggest conflict takes place between areas and different academic discourse and policy system. The researchers who research on rural community share the same definition of ＂rural community＂ in academic circles. However, the discourse of ＂rural community＂ from academic discourse in display form, connotation and academic approach. is mixed and used in academic discourse and policy system sometimes, which in policy system is different The term often leads ＂rural community＂ to misunderstand-ing and plight in practice.
