摘要
构建全国医院医保从业人员胜任力模型,是人事制度和薪酬制度改革的基石,能为医保从业人员整体能力素质提升、任用、选拔、薪酬设计、职业生涯规划等提供科学依据。中国医院协会医保专委会经过3年的研究,全国医院医保从业人员胜任力模型构建达到预期效果。依据构建的模型,已组织21期4000余人参加的胜任力培训,学员不但掌握了系统知识,还可以对照模型内容进行自我评价,管理者也可对其进行岗位胜任力评估,科学、有效地引导团队向胜任力目标迈进,达到胜任本职工作,提高管理服务效能和综合素质的目的。
Constructing a competency model for medical insurance practitioners is a footstone for the reform of personnel system and salary system, and can provide evidence for them to improve their competency, to be appointed, to be selected, and to make plan for salary compensation and future careers. After three years of research by Chinese Hospital Insurance Committee, the model has achieved its goals. According to this model, we have conducted 21 times of training and there over 4000 practitioners been trained. The trainees not only learned the systematic knowledge, but also can make self-evaluation. The managers can assess the practitioners' job capacity, and lead the team towards the aims of higher and more qualified competency by a scientific and effective way, so that to improve the effectiveness of management services and comprehensive abilities.
