Policy and Method to Promote Development of Civil Economy in Regions of West China

促进西部地区民营经济发展,要以政府的体制、政策创新为突破口,以此为民营经济发展创造一个良好的政策环境。本文从转变观念、给民营企业平等的政策,转变政府职能、规范管理行为,实施财税优惠政策,加大对民营企业金融支持力度,为民营企业的技术创新提供政策支持,健全民营企业社会化服务体系几个方面论述了促进西部地区民营经济发展的政策措施。

To promote the development of private economy in the western area,the governmental system and innovation in policy should be regarded as a breach.Which therefore creates a good policy environment for private economic development.This article elaborates the policies and measures to promote the private economic development in the western area from the following aspects;turning the concept;giving private enterprises equal policy;changing government function,standardizing the administrative behavior;implementing the preferential policy of the property tax;strengthen the financial supporting dynamics of the private enterprise.Offering the policy support for technological innovation of the enterprise;amplifying the social service system of the private enterprises,etc.Keyword:the West of China;Private economy;Policies and measures
